One mostly doesn't have much to do with the other. Your timing belt, water pump, suspension parts wear with age/mileage and should be changed before they fail. If you neglect your maintenance you most likely get a crappy running car (not changing spark plugs, filters, etc) With some cars you're lucky and nothing goes bad, others seem always to have a problem.
